What is Water Fluency?

Our Water Fluency program is a professional development course for non-water professionals. Learn the language of water and develop tools for navigating water management and policy issues so you can lead with confidence.

Water is critical for every aspect of community vibrancy, from industry to commerce to agriculture, tourism, health, and the environment—but it isn't always clear how policy and management decisions around water trickle down to affect other sectors or vice versa. 

This comprehensive program will help you make those connections.

Now in its fourth year, the program has rotated around the state. This is the first year it will be hosted in the southern Front Range.

Who attends? 

Elected officials, City/County staff, community and business leaders, special districts staff, board members for water organizations, and anyone who is interested in gaining water fluency. 

Water professionals who are new to Colorado or who have never received formal water education/training will also benefit from the program.

Class size is limited to 35 participants, who represent a range of sectors and perspectives. 

The curriculum covers statewide water topics blended with local issues, so participants from all over Colorado will benefit from the content, not just participants from the class location area.

Four in-person classroom days; water-focused site visits; and online discussions and homework between classroom days. The scheduled program dates are: 

May 22 and 23 in Pueblo

June 22 in Colorado Springs

July 20 in Fountain

The online portion of the program is provided through a partnership with Colorado State University using their online campus to provide participants unique access to the same lectures, discussions and quizzes that degree-seeking students have. 

Topics covered

  • Colorado's water resources (the role of water in society, the economic value of water, ties to public policy, emerging issues)
  • Legal and institutional frameworks (water law and administration, project planning and approval, interbasin projects and agreements)
  • Water resource management (watershed health, environmental protection, water quality, natural disasters)
  • Colorado water for the future (assessing supply and meeting demand, ecosystem values, conservation and land use, alignment of resources and policies)


Registration is open from February 14, 2018-April 14, 2018 or until the class is full. The class will be capped at 35 people to ensure a quality experience.

Tuition is $1,250 and includes all materials and resources, four days of classroom sessions, access to Colorado State University online content, staff support, lunch/beverages/snacks during all sessions, and exclusive tours. 

Your registration will be considered pending until you have been confirmed as a participant by WEco staff. You will receive email communication from staff with next steps shortly after we receive your registration. 



If you are a Special Districts Association of Colorado (SDA) member, then you are eligible for a 75 percent scholarship. 

A limited number of scholarships supported by local organizations are also available that vary in amount. 

Please complete the scholarship portion of the registration to be considered for either of these scholarships. If you receive a scholarship, you will be automatically registered in the program and will receive an invoice for the remaining amount of tuition. If you do not receive a scholarship, you will be permitted to withdraw your registration.
